Question 6 of 6 Advanced Scenario
How would you resolve conflicting regulatory expectations across regions?
Short answer
Create a jurisdiction-by-jurisdiction requirements matrix, identify true conflicts versus different terminology, and seek a scientifically justified compliant strategy for each authority.
Why
Suppose one regulator expects a preapproval variation for a manufacturing change while another permits a later notification. Confirm the exact legal classification, adopted guidance version and product authorization in each market. Separate one harmonized core evidence package from regional submission forms, timelines and requested studies.
Assess whether manufacturing or labeling must be staged by market and whether a single process design can satisfy all binding requirements. Escalate unresolved interpretations to regulatory counsel and qualified regional experts, use formal agency meetings where appropriate and document the assumptions and responses. Avoid cherry-picking the least demanding region as a global rule.
Maintain linked version control so updates made to one dossier do not silently contradict another, and re-evaluate requirements when legislation or agency expectations change.
Common mistakes
- Treating a global harmonization guideline as overriding local law, or merging regional timelines into one universal deadline
